Because the blood of bulls and goats is powerless to take sins away. (they can only atone for them - forgiveness...they can't take them away) Only the Son of God can take them away.
Hebrews 10:4
And by that will, we have been made holy through the sacrifice of the body of Jesus Christ once for all.Day after day every priest stands and performs his religious duties; again and again he offers the same sacrifices, which can never take away sins. But when this Priest (Jesus) had offered for all time one sacrifice for sins, He sat down at the right hand of God.
Hebrews 10:10-12
Let us not give up meeting together, as some are in the habit of doing, but let us encourage one another—and all the more as you see the Day approaching.If we deliberately keep on sinning after we have received the knowledge of the truth, no sacrifice for sins is left, but only a fearful expectation of judgment and of raging fire that will consume the enemies of God.
Hebrews 10:25-27
He personally bore our sins in His [own] body on the tree [as on an altar and offered Himself on it], that we might die (cease to exist) to sin and live to righteousness. By His wounds you have been healed.
